Valley Metro Rail is a 28.2-mile (38 stations) light rail line serving the cities of Phoenix, Tempe, and Mesa in Arizona. The network, which is part of the Valley Metro public transit system, began operations on December 27, 2008. Since its opening, the system has undergone four expansions, including the recent opening of the Tempe Streetcar, which is 3-mile (14 stops) system.

Starting Annual Salary: $49,275.20

The Human Resource Specialist will assist the Human Resources Manager with complex and specialized matters including, overseeing records, generating reports, interviewing, and hiring staff, administering benefits, and enforcing company policies and practices.

Essential Duties and Responsibilities

  • Perform administrative and recordkeeping tasks related to staffing changes, ensuring completion and accuracy of details such as employee contact information, job classification, pay rates, organizational structure, and other key details.
  • Maintain employee records in the HRIS system, currently Paychex.
  • Assist the Human Resources Manager with Leaves of Absences, including FMLA leaves.
  • Recruit, interview, and facilitate the hiring of qualified job applicants for entry-level and non-exempt positions; collaborates with department managers to understand skills and competencies required.
  • Conduct or acquire background checks and employee eligibility verifications.
  • Assist with the administration of employee benefits, including Open Enrollment Support, collecting, and submitting employee information, and notice of change in status to health, dental, life, disability, and other insurance carriers or insurance brokers.
  • Administer the COBRA program.
  • Implement employee recognition programs.
  • Conduct or assist with record audits and mandatory reports, which may include I-9 audits, EEO-1 filings, payroll audits, and other compliance reviews.
  • Handle employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.
  • Maintain compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Perform other duties as assigned.

Language Skills

Ability to speak, read and write English in a professional work setting. Excellent verbal and written communication skills; as well as interpersonal, negotiation and conflict resolution skills.

Mathematical Skills

Candidates should possess strong analytical and problem-solving skills. Ability to work with mathematical concepts including proficiency in adding, subtracting, multiplying, and dividing all unity of measure. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Ability to compute ratio, rates, percentages and able to draw and interpret graphs and tabular data sets.

Job-Related Skills

  • Thorough knowledge of employment-related laws and regulations.
  • Proficient with Microsoft Office Suite or related software.
  • Proficiency with or the ability to quickly learn the organization’s HRIS systems.
  • Experience with payroll software is a plus.

Education and Experience:


  • Associates degree in Human Resources or related. Work experience, other training, or certification may be substituted for education.
  • 2+ years’ experience in a Human Resources function.


  • Bachelor’s degree in Human Resources or related field of study.
  • SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) certification credential.
